Greetings to you!
I read the news today about you wanting to remove all customs on biofuels from Brazil. My first reaction was that I became really depressed. Have you really studied all the effects and consequences of biofuels?
Firstly: You save some carbon emissions by using biofuels yes. But by transporting these fuels all the way across the Atlantic Ocean, you have already lost much of what you have gained.
Secondly: By doing this, it will be much more lucrative for brazilians to produce biofuels than it is now. Though this in itself is not a bad thing, I really believe in developing the whole world as much as we have been, it has negative consequences for the rest of the world. Already the rain forests of Brazil are threatened, and when they can get even more money from agriculture, the deforestation will almost certainly speed up. This is not sad only because the forests hold unimaginable resources, species and eco-systems, yet to be discovered, but this is also a problem because these forests take away a great deal of carbon dioxide from the atmosphere, in the natural process of photosynthesis. Once again you will lose much of the advantage you have gained by switching to biofuels.
Thirdly: This will make it more attractive to make biofuels than food for people, and it is a fact that many people in the world, and Brazil, are starving. When the food markets get competition for their producers from the energy industry, the prices of food will rise, if not soar, and this will be a huge problem for the poorest people in the world.

A short resumé of the facts stated here can be seen in BBC's website: http://news.bbc.co.uk/2/hi
I don't know what are the best solutions for the climate crisis, but I can see many indicators saying that what you are planning to do are the wrong things. One thing I know that may be smart, is to give subsidies to your own farmers, which would stimulate them to produce biofuels, instead of turning away from agriculture (if you have that problem in Sweden, as we do in Norway).
Please, take what I have written into consideration, and read more about the issue before taking a final stand.
Best wishes

Burde kanskje tatt meg tid til å gjennomarbeide den litt bedre, men som sagt, dårlig dag. Jeg orker ikke mer. Alt jeg gjør er å tenke på hvor dårlig dette kan bli, og det er nærmest kvelende.
Argh
